Google and Microsoft don’t agree much, but they have indulged themselves into a struggle with the hotel industry for Wi-Fi blocking, which is convincing the government regulators to give them the right to block guests from using personal Wi-Fi hotspots.

What's the best way to do this?

I am okay with rooting but I prefer not to. If I were to root, what's the best ROM and what's the most reliable/easiest way to get tethering.
